| Comment | I am a 22 year old beginning farmer, living in the Sierra
Foothills. I believe in clean air; I always try to minimize my use
of fossil fuels, and my farming practices sequester carbon dioxide
by building organic matter in the soil.
However, the cap and trade rules being considered are not a
practical solution to emissions, in my opinion. These rules would
just add to the burdens on California's small businesses, in
particular farmers who are the backbone of local economies. Some of
the highest unemployment rates are in California's rural areas.
