I'm writing to urge CARB to adopt measures to:

    * Require the full 25,000 ZEVs that automakers had promised
for 2012-2014
    * Create a separate requirement for plug-in hybrids that lets
them replace the dirtiest vehicles in CARB's regulations, rather
than the cleanest ZEVs
    * Incentivize plug-in hybrids that have the most on-board
electricity storage

Plug-in hybrids and battery-electric vehicles are the best way
America can guarantee energy independence, reduce global warming
emissions, and create new jobs and industries.  Fuel cell vehicles
and plant-derived fuels are NOT the answer as they exacerbate
global warming or continue reliance on imported fossil fuels. In
addition, they will not be ready for many years to come. 
Battery-electric hybrid vehicles are two years away from
commercialization.

Please ensure the goals above are evident in any amendents CARB
passes at its 26 March meeting.
