I am submitting this notice in opposition to the proposed new
regulations on sportfishing, whale watching, and other boats. The
regulations will result in many boats being removed from service,
which damages the livelihood of individual and company boat owners,
as well as damages the ability of Californians and out of state
tourists (which California depends on for revenue and taxes) to
enjoy the services of the affected operators. 

If any changes are made, existing operators should be grandfathered
in, or at worst, the regulations should be put into effect
gradually over a long period of time, with financial assistance
provided to allow them to stay in business.
