Pollution from ocean-going vessels, especially fuel tankers, is
particularly harmful to communities located near the Port of
Richmond and other port communities.  I strongly support the
proposal to require such vessels to shut off their engines while
docked and instead use cleaner shore-based power, and I urge the
Board to implement such requirements on an aggressive timeline.
