Communities need to start with BACE or Best Available Clean Energy.
 

AB617 must layout the immediate changes to a community to use 100%
renewable energy which begins with fuel cell technology along with
wind and solar.  Benchmark comparisons can be studied with existing
private island communities/owners who are currently utilizing this
clean technology.  Another example is the Hydrogen House
project(www.hydrogenhouseproject.org) which is an excellent example
of how emission reduction can be achieved in a community.
