In regards to the draconian engine regulations you are considering
to adopt, I would like you to keep charter boats in the same
category as the commercial fishing vessels and allow them to
continue to run on Tier 2 diesel motors.  The Tier 2 motors are
considered clean and it will be impossible for the charter boats to
re-power and build new vessels which will cost millions of dollars
and who knows how long that would take.  They will be forced out of
business.  If that happens, millions of Californians will be denied
access to the open sea and significant economic harm will come to
coastal communities that depend on outdoor tourism.  I have been
fishing on a charter boat for over 40 years, as has other family
members and many, many friends and without charter boats to take us
out to fish the ocean, there will be no point in purchasing a
fishing license.  It means so much to us all to go out and catch
fish to feed our families and friends and enjoy being out on a
boat, fishing and enjoying the fresh sea air.
Please reconsider adopting this devasting plan.
