I am strongly against the new proposed regulations that rely on
technology that is economically unfeasible and has not been tested
as safe on passenger crafts. As boats are removed from service,
access to the sea will be limited and sportfishing will become too
costly.  Your plan to implement emissions systems on old sport
fishing boats is an unrealistic goal and will not help the
environment in an impactful way.  This is why businesses and normal
people leave California.  Please do not ruin one of the last
reasons to stay.
