Subject2022 Scoping Plan needs to focus on 2030 goals

The Draft 2022 Scoping Plan devotes a mere 6 pages to
California's 2030 goal of 40% reduction in GHG emissions. The 2017
Plan depended on 50% of the reductions coming from Cap and
Trade.  But is this realistic?  If not, where are the
emissions reductions supposed to come from.
