I run an automotive shopping/buying website (about 2 million visits
per month) so I qualify as a car enthusiast, but have no
affiliation with the automotive manufacturing or related
industries. I am also a lifetime California resident with a love of
the environment.

I have an electrical engineering degree and believe deeply in the
future of plug-in vehicles. I see the progress being made on
plug-in hybrids and hope that you do not stifle the innovation by
putting a burdensome Tier I cap on these businesses. Please support
a reasonable cap of 100 or more vehicles, not the 10 vehicles as
proposed.
