Dear California Air Resources Board, 

The proposed Tier 1 ceiling of 10 vehicles will impose
unacceptable costs on newly established plug-in hybrid conversion
companies, most likely driving them out of business.  I support the
proposal to establish this ceiling at 100 vehicles, which is far
more reasonable.
