Comment | To the Airboard: My name is Don Franklin and I own the charterboat SoleMan in San Francisco. The proposed rules changes if implemented will end my business plain and simple. The tier 4 engine will not fit in my boat and would seriously affect the stability of it. Also as a sole owner of my boat, the financial impact is tremendous. Currently it is almost 96 thousand dollars to repower to a tier 3 motor. I am a small time operation with 2 employees and this is stretching my dollars. Also I use my boat as a floating class room to take out disadvantaged youth from the San Francisco Recreation and Park dept. I have taught fishing camps, eco camps and done fundraising with it. It is important to me that today's inner city youth be exposed to the water like I was. It is from this exposure that I helped create a fishing camp thru the dept the Bite Me 101. I have taught kids fishing the last 12 years exposing them to San Francisco Bay and the Pacific Ocean.
