Make carbs new scoping plan stronger. Dear Sirs, please improve
the scoping plan. It is vital that we cut down on fossil fuels and
on air and water polluting use of fuel. We must improve plans so
that we can get to carbon zero or neutral. California is too big
and we have poor air quality already. Let's fix this plan and
improve it to make it much stronger to protect our state.
