For the past several years, I have been pointing out to CARB staff,
EPA staff and Chairwoman Nichols false and misleading statements
and actions of various state agencies, including CARB and CalTrans,
concerning state emission reduction programs. Chairwoman Nichols
has received 2 emails from me on this issue. To be brief, It's not
possible for the state, and Chairwoman Nichols, to truthfully claim
to any federal court of law that the state is acting in good faith
in ANY of its lawsuits against EPA and NHTSA, when the state
intentionally falsifies documents submitted to EPA, NHTSA and
federal courts and intentionally ignores and violates its own
emission reduction rules and programs.
