Comment | Please read this and don't just drop it in the "opposed" response count. I took a lot of time to think about this. I do not have a vested economic interest in any boats that would be affected. Having said that, the upcoming legislation to require major modifications to boat engines on currently operating vessels is unfortunate and poorly thought through. The phase in for these requirements is prohibitive for the industry and unfairly targets these boats compared to commercial fishing vessels. As an avid outdoor enthusiast, I applaud the intent to continue to clean the air. However, this new regulation will have devastating impacts on the industry, but perhaps even more importantly, an indirect but undeniable impact on those who use these services. This new requirement is much less expensive to implement on new boats. As existing boats are taken out of service (eventually), the problems they cause will go away by default. I was a scout leader for 17 years. My three sons, now adults, are Eagle Scouts. I'm 68 years old and have a backpacking trip planned for next week. It may be curtailed because of wildfire smoke concerns. I am very sensitive to air quality issues. As a scout leader, I organized many, many trips out of Newport Harbor for charter fishing and whale watching. These were some of the most highlighted trips of many scouts' experience. They were also educational and provided great conservation learning opportunities. These regulations will force operators to raise prices. The cost has to be passed through (if they even survive). Raising funds for ticketing to include the diverse economic condition of our scout troop was always of concern. Higher prices will shut out even more young people (both in youth organizations and in the public at large), from affording this special experience, be it fishing or whale watching. For those who say it is worth it to clean up the air are well intentioned, but that sentiment doesn't reflect the significant effect that higher prices will have on those least likely to be able to afford even a modest price increase. I am opposed to these new regulations. I strongly recommend that this action affecting existing boats be tabled or vetoed.
