To Whom it May Concern: I am appealing to the CARB to
establish an exemption from the proposed regulations for historic
locomotives that are used as instructional devices to preserve the
heritage of our country. Our particular locomotive is an
oil-burning steam locomotive that served the Owens Valley until
1954. It has been restored to operating condition; is owned
by Inyo County; and now resides at the Eastern Sierra Museum in
Independence, California. It is operated only a few days
every year. The proposed regulations have apparently been
written for application to diesel-electric locomotives, and are not
applicable to historic steam locomotives. I would hate to see
the proposed regulations applied to historic locomotives, simply
because such requirements would make their operation almost
impossible, and thus end a unique connection with our past.
Please create an exemption for this historic equipment.
