CARB should promote the use of swappable batteries in EVs to
reduce the amount of time that vehicles need to stop to get more
energy before continuing. Much like the J1772 standard, CARB should
develop a standard for swappable batteries to facilitate the
adoption of this technology. CARB should speed the transition to
100% EVs as soon as possible--by 2025 for passenger vehicles.
