I would like the board to consider that mandating zero vehicle emissions, ZEV, represents a lost opportunity. If in 2003 the board mandated that all vehicles incorporate an electric drivetrain, that is, the only thing that turns the wheels is an electric motor, huge emissions reductions would have been achieved. This could have been acheived by 2015 if automobile manufacturers’ and consumers had been properly incentivized.

It has been demonstrated that hybrid electric vehicles (HEV) have twice the energy efficiency of internal combustion , ICE, vehicles. Stated otherwise, HEV uses half the gasoline to travel the same distance, twice the miles per gallon (MPG)

If we strive for the highest energy efficiency emissions will be reduced as well. ZEVs are ideal for a limit slice of the transportation sector. Our objective should be not ZE but the quest highest efficiency converting energy to motive force.
