SubjectThis scoping plan could make it worse.

To commit the state to build dozens of new natural gas plants,
that will emit even more global-warming pollution, and to invest in
expensive artificial carbon-capture technology, would be foolish
and dangerous.  CARB seems to want to make our wildfires and
floods even worse.   Embrace the alternative natural methods
and better clean energy technologies instead, and aim for carbon
neutrality by 2030.   We have already lost 3 decades.
