Your board should consider all sources of air pollution, when you
impose regulations. That means not only gasoline-burning road
vehicles, but diesel-burning road vehicles, and diesel-burnnig off
road vehicles. Construction machines should not get a free pass to
pollute the air. Nor should diesel-burning agricultural pumps and
other similar equipment. 
Every polluting source should be regulated without favortism, or
grandfather clauses.
