This regulation would have devastating impacts on the many family
owned businesses that run sportfishing boats in California.  It
would also ruin what is a healthy outdoor activity for many
Californians by driving prices out of reach for all but wealthy
persons.  

The number of sportfishing boats operating in California is trivial
in comparison to the enormous number of trucks, autos, etc that are
on our roads.  This regulation is going to have negligible impact
on air quality, while there are many other sources of emissions
that can be more effectively regulated.
