It seems almost inconcievable that a regulation would be passed
that would put small business people (sportfishing boats owners)
out of business.  The requirement to upgrade their boats power
plants may be financially unfeasable.  Many small boat operators
have their entire lifes work at risk.  There would also be a ripple
down effect to small businesses that depend on sportfishing.
Sportfishing landings are tourist attrations.

As a sportsfisherman I oppose unfair regulations which affects my
ability to charter a fishing trip because an unfair regulations
have destroyed a small business industry and the people connected
to it.
