| Comment | On behalf of Breathe Southern California, I want to thank CARB for
their efforts to move us towards a zero-emissions future. But we
are facing a major diesel problem today, and we need near-term
emissions relief in addition to a long-term strategy.
Our best chance for near-term emissions reductions is to continue
to allow 0.02 g/bhp-hr NOx engines to be eligible for HVIP funding.
Graduating from 0.02 g/bhp-hr NOx engines to 0.01 isn't a sound
strategy because 0.01 engines do not yet exist, and we will be
missing an opportunity for near-term emissions reductions.
Additionally, this new optional 0.01 standard was adopted recently,
which means manufacturers don't have enough time to participate in
the program this year or even next year.
Let's keep the 0.02 standard at least for the time being because
that's our best chance for short-term emissions reductions. Thank
