To Whom It May Concern,

My name is Caleb Richter and I am a bi-racial native of Oceanside,
California. I've grown up my whole life on the beach. A huge part
of my passion for the ocean is centered around easily accessible
water craft. The proposed regulations would decimate sport fishing
and whale watching in my area. As an environmental activist, I want
to argue that the proposed benefits of this plan are not worth the
cost! Limiting access to our ocean resources and experiences will
only destroy local industry. The easy access to the ocean is
crucial to demonstrate the benefits of ocean conservation. The
legislation targets a small, niche sector of atmospheric pollution
that is not contributing to the significant changes we've seen in
the environment during recent years. By implementing these
regulations, only the wealthy in California will have access to a
special ocean experience. This will further divide already strained
economic and racial fractures that plague the state. There are more
significant costs to these regulations than the benefits can
justify.
