Thank you for the opportunity to comment on the Community Air
Protect Program Draft Blueprint.  Over the past several years, my
research, which has resulted in the development of
airwatchbayarea.org, has yielded a number of insights relevant to
the CAPP, summarized in the attached reports.  Specifically, the
reports recommend ways to (a) design community-scale monitoring
programs to make them most useful to communities, and (b) make the
data from community-level monitoring truly accessible, meaningful,
and helpful to communities and researchers.  I hope you will
consider my findings and recommendations as you revise the CAPP
blueprint. If I can tell you more about our work, or if you would
