Honorable Board members: 

Please find attached a possible modification to the proposed
regulations. We have discussed the possibility of placing vessels
on the National Register with SHPO. Staff indicates that it is
almost impossible to place any vessels on the Register that are
not directly related to the State of California. THe attachment
demonstrates that there may be a range of "classic" vessels that
operate a low number of hours each year that could be exempted
from the proposed regulations.
