I would like to commend the CARB staff on the effort that has gone
into this proposed regulation; especially over the past several
months.  I am appreciative that the information recently provided
by industry was considered in the latest revision to this proposed
regulation.  We thank you for this!

I would, however, like to request that you consider adding the
word "proven" when referencing "best available control
technology".  As we have seen, the mere offer of a technology does
not ensure it's reliability or effectiveness.
