One of the more simple things that could be done easily would be to
allow for cars in California to have the front windows tinted, with
newer ceramic type films they can achieve up to 78% heat reduction
which would in turn allow people to use less gas by not having to
use the AC as much in their cars.

Having the ability to tint front windows would bring people to
also add films to the remaining windows in their cars and again
reduce the temp. inside.  This is something that could possibly
shine a "good" light onto CARB by not taking away from people; but
allowing more to happen while protecting our interests.

This is something that is allowed in many states, like Nevada,
Arizona, and many others.
