Activity level - there is still no specific guidance on how to
capture actual voc releases during coating. 
Engineering estimates - because of the vagueness of this statement.
Would like time for the regulatory community and the sources to
clearly define these based on current technology and methodology  
Would help if there was a form associated with reporting already
available for review.
