Re: Comments concerning Heavy-Duty Vehicles and Off-Road Equipment
Investments (SB 1204) Revised Project Allocations

Caterpillar Inc. appreciates the opportunity to provide  comments
on the staff's Low Carbon Transportation Investment funding
allocation proposal.  Appreciating that there were difficult
adjustments made by the California Air Resources Board (CARB) as a
result of lower revenues, we feel strongly that the staff has
developed an investment strategy that will encourage participation
and foster innovation across multiple applications.  While the
amount defined for Heavy-Duty Vehicles and Off-Road Equipment
Advanced Technology Demonstration Projects has been reduced by 42%,
we recognize that these adjustments were necessary in light of
current fiscal restraints.   That said, we feel that CARB's
continued support of the Advanced Technology Demonstration Project
category will  provide an incentive which fosters more
collaborative efforts with industry, and thus accelerates the
velocity in which new technologies can be brought to market in
California, and indeed the world.  

For a perspective on what is currently happening in the
marketplace, we have included a Caterpillar-authored white paper
first presented at a Society of Automotive Engineers (SAE)
conference describing the various types of efficiency-enhancing
technologies in which we continue to invest.
