A recent newspaper article confirmed that wood burning fireplaces
in the San Joaquin Valley are the source of 17 tons of PM a day,
the largest contributor to the worst air quality in the country. PM
non-attainment areas in States like Oregon and Utah are requiring
EPA Phase II Qualified wood burning fireplaces and retro-fit
devices to meet there obligation under the Clean Air Act. Even
though new wood burning fireplaces have been banned within the
SJVAQMD PM non-attainment area, EPA Phase II Qualified wood burning
fireplace retro-fit devices should at least be included as a
contingency measure in the SIP. These technologies are considered
by Oregon and Utah to be "Beast Available Control Measures" BACM
for wood smoke from fireplaces.
