Comment | Require inspected manure lagoon covers We are pleased that on page 68 ARB proposes: “In 2017, and in coordination with CDFA and local air quality and water quality agencies, ARB will initiate a rulemaking process to reduce manure methane emissions from the dairy industry in-line with the objectives in this Proposed Strategy.” The target of a reduction from the current 2030 projections on page 63 of about 29 million tons, by 21 million tons, to 8 million tons, which is a 70% reduction. However, the proposed strategy seems to imply that ARB is considering only financial incentives. We hope that is not true, we believe that this can only be achieved by requiring tight manure covers that are regularly checked for leaks and eliminated. We hope this is done at least annually for small lagoons, quarterly for large ones. With strict regulations, inspections, and enforcement, we hope that more than a 70% reduction can be achieved. |
