The comments for Harvey Eder and for Public Solar Power
Coalitionfor the 2012 AQMP. EIR adn Socio Economic Study all drafts
and the Final documents  etc are incorporated into the record
herein by reference and responces as well as the Sierra Club (Oct
23,2012) comments and responces. This includes comments submitted
on July 16,17 &18 of 2012, all comments submitted in August and
September, October 21,22,23,24, as well as Nobember 2012 and oral
comments of December 7 2012 and all attachments and references in
comments and responces this also includes the submission of the
1991 AQMP App. IV  Solar Hot Water
to reduce 5 Tons of Nox/Ozone per day citing the 1988 conversation
with Harvey Eder/ Public Solar Power Coalition with staff of SCD as
well as the full record of Harvey Eder and PSPC Public Solar Power
Coalition over the past 27 years as well as the record of the
lawsuit filed by the same in 1990, 1991,1992 and or there abouts
for South Coast District Solar Conversion Plan.

    Solar is BACT, BARCT ( best available retrofit control
technology) required by the California Clean Air Act/ and Federal
CCA as well as RACT and LAERIit pays for itself using life cycle
coast analysis and therefor has no cost  ( or very low cost ) per
ton /pound of emissions reduced, for  green house gas emissions  as
well as criteria and toxic emissions.   The cost of solar continues
to go down and interest artes are about the lowest ever. Until the
end of 2016 federal tax credits and deductions  make solar even
more cost effective ( proposed  extensions of the credits for
another 5 years will further help the cost effectiveness ( ACRS
will continue).
   Several parts of the 2012 AQMP are citer in the CARB  21 page
staff report submitted apx 2weeks ago ( so the plan has been
reference into the record by CARB staff already.  Harvey Eder's 
comments of last week incorporating all proceedings in the record
in AQMP/ DEIR  all drafts and finals as well as meetings
SE Study all drafts  and final. Much of this was not available 
timely in the record. Requests were made for hard copies etc which
were late. etc..
