Comment | Jason Gray California Air Resources Board 1001 I Street Sacramento, CA 95812 Re: Comments on the California Tropical Forest Standard: Criteria for Assessing Jurisdictional-Scale Programs that Reduce Emissions from Tropical Deforestation Dear Mr. Gray: I am submitting comments as an individual and not as a representative of Stanford University or any other organization. I am a research scientist with decades of experience in studies of the global carbon cycle and quantifying ecosystem carbon stocks. I have evaluated the draft California Tropical Forest Standard and am writing to encourage the California Air Resources Board to endorse the Standard. My reading of the technical literature and my own research together convince me that available and affordable technologies have the necessary accuracy, precision, and availability to provide high-confidence in reported carbon stocks and stock changes, especially at the jurisdictional scale. I do not feel that concerns about the potential accuracy of reporting and verification should prevent approval of the standard. Reporting and verification involve important technical challenges, but the available technology can deal with these effectively, at reasonable costs. Sincerely, Christopher Field |
