I am in Arkansas and am on the path to acquiring some solar panels
to produce electricity and an electric car.  

This technology exists today.  We can make it happen by acquiring
it for ourselves, promoting it to others, and starting to use it. 
 

we need to be free from foreign oil and then get free from it
altogether.  So much cleaner energy is available and I'm hearing
of new sources of this as well.

I'm sorry for the grave consequences the people of California pay
in asthma problems with all these gas guzzling SUV's that cause
part of the terrible air problems there.
