Comment | Dear Chairman Nichols, and the board of CARB. The California Air Resources Board (CARB) has a long history of leading the world in establishing high standards that have made the air cleaner for everyone. Among its many accomplishments, nearly 12 years ago, CARB had the courage to create the Memorandum of Agreement (MOA) in which the big seven automotive manufacturers committed to manufacture and sell Zero Emission Vehicles (ZEVs). Our family has been one of the fortunate few to actually obtain full function Battery Electric Vehicles that were created under the MOA, and over the past 9+ years have driven nearly 100,000 miles in them and continue to do so today. In the years since the MOA was created, technology has advanced and now both pure Battery ZEVs and Plug-In Hybrids offer the best chance to reduce greenhouse gas, our reliance on foreign oil and improve our air quality in California, and around the country. I support the Governor’s agenda to reduce greenhouse gas emissions 25% by 2020. The most promising way to reach this goal is to give consumers the choice to purchase Zero-Emission Vehicles (ZEVs) and Plug-In Hybrid Vehicles (PHEV’s). Unfortunately, CARB may reduce the number of ZEVs required of automakers by 90%, settling for only 2,500 from 2012-2014. Please reconsider the current planned CARB recommendations and: 1. Require the full 25,000 Type II ZEVs that automakers had committed to for 2012-2014-and make them available for purchase and/or lease with option to purchase. 2. Create a separate requirement for Plug-In Hybrids that lets them replace the dirtiest vehicles in CARB's regulations, rather than the cleanest ZEVs. Please ask the entire California Air Resources board to show the same bold leadership by promoting choice for consumers by maintaining the full ZEV requirement in what was planned for the 2012-2014 time period.
