Dear Members of the Board:
Your staff is apparently misinformned about the short-term
viability of requiring larger numbers of ZEV's. Not only are
American automakers now producing ZEV's, but several more
progressive foreign firms are doing so as well. Moerover, because
the big companies have just a little fear that you won't let them
off the hook, all of them have ramped up research and are quite
ready to bring several viable models to production IF THEY HAVE
TO. When the world's big automakers testify that they cannot do
this, they are simply untruthful, and their own concept cars and
showcased working prototypes reveal their two-faced approach.
It is an insult to the genius of American automotive engineers to
say that they cannot meet this challenge. Remember that they
brought out a perfectly fine ZEV when they had to, but when
litigation let them abandon it, they did so immediately.
