I my opinion you should be totally unreasonable and say that no car
can enter California until it is zev.  we have plenty of cars in ca
already everybody has at least one...have you tried the 91 east at
4pm or just about any other freeway.  ALL new cars should be zev. 
until the auto manufactures make them just boycott their products. 
I ride a bike for long trips sometimes 100+ mi in a day the rest of
the time I drive my electric Volkswagen just to do my part. 
this is just my .02
Bicycles or Battery electric autos are the only reasonable
transportation.
