Comment | Dear CARB Members, A recent California Air Resource Board staff proposal calls for 90 percent fewer "pure" zero-emission vehicles—such as hydrogen fuel cell or battery electric vehicles—than what California's Zero Emissions Vehicle (ZEV) program currently requires. According to a new analysis by the Union of Concerned Scientists, California actually needs to have 379,000 "pure" zero emission vehicles on the road in 12 years to meet the state's long-term global warming pollution reduction target. Additionally, the ZEV program data is not open to the public, and the program is full of loopholes, allowing automakers to earn credits for vehicles that do not contribute to the overall goal of the program—more zero-emission vehicles on California's roads. California has passed a landmark global warming law, and the ZEV program has the potential to be a critical part of the global warming solution. Current loopholes, however, reduce the effect of the program, and the CARB staff proposal would weaken it even further. The ZEV program should be an integral part of the plan to reduce global warming emissions from California vehicles, with a requirement of 379,000 zero emission vehicles by 2020 and an end to loopholes for automakers.
