Warmest greetings to all.

In the late 1970s the federal government realized that the auto
industry alone did not have the proper incentives to raise
efficiency standards for automobile gas milage. 

The Carter administration acted upon this and passed a law
mandating automakers raise gas milage standards from 10 mpg to 25
mpg. 

In a few days you are going to hear testimony regarding EVs and
ZEVs.  Please keep the Carter administration's example in mind
when you hear the testimony from the industry experts.

Automotive industry experts may tell you the technology does not
exist or that they need more time for R&D.  This just simply is
not true.

Automotive industry experts may tell you, consumer demand for EVs
is very small.  Again, this is untrue.  

The very emergence of new, start-up auto manufacturers producing
only EVs is concrete proof that consumer demand for EVs is
extremely high.    

Consumer demand for EVs is so high, it has allowed these small
start up auto manufacturers to break the barriers of market entry
and put EVs on the road.  Again, I will point to Tesla Motors or
Phoenix Motors as examples.

So here is the meat of the issue facing you, the ladies and
gentlemen composing CARB.  Either you are sympathetic to the major
auto makers, or you are sympathetic to the individual consumer.

If you are a major auto maker supporter, help them hear the
footsteps of the start up companies now producing EVs.  If the
major auto makers do not begin mass production of EVs soon, they
may shut themselves out of this emerging market.  

If you are for the individual consumer please mandate that the
major auto makers begin to mass produce EVs, using economies of
scale, to lower the production cost, thus making EVs more
profitable to industry and more affordable for consumers.

There is no hiding.  

America will know who you support based upon the decision you
make.  

This can be a win-win situation but CARB must be the driving force
to make it happen.

America is counting on you.

Please do the right thing.
