Please do not repeat the past mistake which caused the loss of the
EV-1 General Motors zero emission vehicle.  This vehicle proved to
be a success with all its users, and yet had to be taken away when
CARB rescinded the requirement of the zero emissions vehicles. 
Much precious development time has been lost since then.  We would
be a lot farther along in perfecting these cars if only CARB had
not backed down.

As an engineer for the past forty years, I know that all it takes
to create solutions to any problem is to turn us on to the task. 
It is only management who, through short-sighted desire for quick
profits, holds us back.
