The ZEV mandate has failed in its original promise to make
available significant numbers of zero emission vehicles to
California consumers in a timely manner.  Instead we have a few
lucky people (like me) who have been able to acquire all electric
vehicles for personal use, many unhappy consumers who were forced

to give back their EVs, and the rest of California watching the
mirage of fuel cell vehicles disappear as deadlines for
manufacturing approach.  How many EVs or PHEVs would currently be
on the market today, if the alternate path had not been
established.

Knowing what we know now about climate change, the failure of fuel
cells and the development of Li-Ion batteries, CARB should never
have set up the alternate path which effectively killed the
momentum of EV development.  

The future of transportation is electric, and plug-in vehicles are
our fastest and cheapest way to get there.  Please, get the ZEV
mandate back on track. CARB must not weaken the ZEV mandate AGAIN
by giving automakers more time to squander.
