| Comment | Please grow a spine and adopt the following requirements. 1. Require 25,000 ZEVs for 2012-2014. 2. Create a separate requirement for plug-in hybrids that lets them replace the dirtiest vehicles in CARB's regulations, rather than ZEVs. You have an opportunity to make an historic decision.
