Now as the effect of greenhouse emissions is widely comprehended,
California has both the opportunity and obligation to lead in
strong actions to reduce these emissions.  It is imperative that
California emission regulations not be weakened, but even to be
strengthened.

In resisting any objections on the part of auto manufacturers, it
would be well to remember that had manufacturers been held in
previous years to strong efficiency and pollution regulations, the
American auto industry would today be competitive and strong around
the world.
