Dear California Air Resources Board members,

We need to encourge the widest possible sales and use of both
plug-in hyrbid electric vehicles and battery electric vehicles, as
soon as possible.

I urge you to require automakers to put at least 25,000
zero-emission vehicles on the road during 2012-2014, as was
previously promised.

I also urge you to create a separate requirement for plug-in
hybrids that lets them replace the dirtiest vehicles under your
regulations, rather than the cleanest zero-emission vehicles.

Finally, I urge you  to structure increasing incentives for
plug-in hybrids that have the most on-board electricity storage.
