Dear ARB,

Please not kill the electric car for a second time.  

I am a huge supporter of both PHEV's and EV's (I am on the Tesla
waiting list).  Please do not play one against the other by
reducing mandatory ZEV production in favor of PHEV's.  They BOTH
need support.

Why are you proposing these changes when the evidence against them
is so compelling?  

Global Warming
Peak oil
Energy Independence
National Security
Clean air

The only reason I can see is that the lobbyists from both the
major auto manufacturers and Big Oil are putting the pressure on. 
History has shown that the auto makers need regulation in certain
areas to do the right thing.  Seatbelts, air bags, antilock
brakes.  In many cases, the “right thing” also helped their
businesses in the long run.  Look at the Prius (I own one).  Using
technology invented by Ford, Toyota is making millions by getting
the jump on the rest of the industry.

Each month, we read reports that Global Warming is accelerating. 
We may be running out of time.  Don’t you think it’s better to err
on the safe side?

EV’s and PHEV are our future. In addition to the Tesla, I am also
on the waiting list for a PHEV conversion for my Prius.  I have
solar power on my home and this year will “donate” over $300 of
electricity to the California grid on my true-up date.  When I get
my Tesla and convert my Prius, most of my driving will be powered
by MY OWN solar system.  I find the wait for these new
technologies agonizing, and I look to you to do the right thing
and promote both of them.  

Under the Clean Air Act, California is the only state allowed to
set tougher limits on vehicle emissions than federal regulators.
Ten other states have adopted California's emission limits and
will most likely follow with your upcoming decision. The board's
vote has national implications.  

Gas prices will not be coming down.  Consumers want cleaner,  more
efficient cars.  According to a recent Harris Interactive poll, 80
percent of respondents said fuel efficiency would affect their
next new car purchase.

Please continue to lead the nation by strengthening your proposal
and get more electric cars on the road.  We ask you to support a
stronger Zero Emission Vehicle Program that will help us all turn
back the clock on pollution and dependence on foreign oil.
