If we can legislate phevs in the near term fully zevs will be a
spin off of that develepment.  Seat belts, airbags, bumper and
roll over standards etc., all came about because government made
them happen.  Industries will plead that it's not feasible at this
time.  That's a standard response to spending money on tooling,
design and development of new technology.  The tech is here now. 
The politcal will to lead is lagging.  Get moving.
