Dear Chairperson Nichols: The Transportation Agency for Monterey County (TAMC) supports the Transportation Coalition for Livable Communities in recommending that the AB 32 Scoping Plan Update assure that Cap and Trade revenues are utilized to achieve major statewide greenhouse gas emission reductions in the transportation sector. The transportation sector is estimated to produce 40% of greenhouse gas emissions, and revenues generated by the Cap and Trade program from transportation and fuel sources are estimated to be even higher. Our agency supports investing a commensurate share of Cap and Trade auction revenues in projects that link land use to improved transportation infrastructure. This strategy will generate the long-term GHG reductions critical to meeting California’s 2050 goals. Through SB 375, regional agencies throughout the state have developed Sustainable Community Strategies to leverage these coordinated transportation and land use strategies and meet long term GHG reduction goals. Investing Cap and Trade auction revenues from the fuels sector in transportation projects that implement these strategies will be key in both meeting the state’s 2050 goals and creating efficient and well-maintained transportation networks statewide. We strongly support the opportunity to use Cap and Trade revenues for integrated transportation and land use projects, which will deliver the GHG emission reductions California needs to meet the Scoping Plan’s 2050 GHG reduction targets and will further AB 32 goals to create healthier communities and stronger economies.
