The State of Mato Grosso has a suggestion regarding the recommendations on the staff white paper (page 34) on the issue of additionality: “Regarding additionality below the baseline of 5%, we suggest that this issue be reviewed again. Conserving tropical forests is a gigantic effort. Besides the large amount of pressure on forest resources, there are not sufficient public budget allocations to remunerate local communities for important environmental services, nor are there effective economic instruments for curbing deforestation. Thus, restricting the ability to generate credits would further restrict the few funding opportunities for forest conservation and the Cap-and-trade program in California, which is one of the few existing opportunities.”
