As a Stakeholder, we are submitting this document as a public comment to the Cap-and-Trade Workshops, specifically to address ARB use of proceeds. We believe, and strongly suggest, that the ARB can provide its greatest public benefit through a focus on incentive programs that promote the development of renewable natural gas through the anaerobic digestion of dairy manure. Such a program would have a profound effect on California’s four most challenged counties. Tulare, Kings, Madera and Merced counties are at the bottom ranking of most social and economic profiles, yet they are also the home to the majority of dairy farms in the state, 789 to be exact. Further, these counties have 171 food processing and manufacturing facilities that could greatly contribute to the amount of feed stock used for CNG fuel production. This concept is the logical answer to providing the maximum economic and environmental benefits to the State of California. It solves many problems for dairy farmers, from production to compliance issues. It provides substantial employment opportunities through the construction of facilities, creating permanent and ancillary jobs in areas of the state that need it most. It also provides the ARB the opportunity to accomplish its goals in such a sweeping manner, it would be quantifiably challenging to compete against with any other program.
