Subject: Spend proceeds of cap and trade on non-motorized transportation
Comment:
SB 375 calls for regional planning agencies and local governments to develop strategies for reducing greenhouse gas emissions by reducing per capita vehicle miles travled (VMT). The proceeds from the cap and trade program should be spent on non-motorized improvements which facilitate Californians reducing VMT. California has the ideal climate for bicycling and walking and most of the state has very flat topography. For decades Caltrans and regional planning agencies have spend nearly all of their funding on vehicular facilities. California can't continue like this any longer. The proceeds from the cap and trade program must be spent according to SB 375 to reduce VMT and bicycle and pedestrian improvements are the most effective means to achieving this.
